The reform also brings substantial changes for foreign investors. A notable introduction is the requirement for property owners to possess real estate of a certain value to qualify for residency. Foreign entrepreneurs and corporate executives will face new stipulations. To renew their temporary residence and work permits, they must now have a minimum capital of 1,500 euros and employ at least three workers, including one Montenegrin citizen.
