Budva, Kotor or another town: start with the documents, not just the sea view.

Request a current cadastral extract and check ownership, encumbrances and recorded floor area. For a house, verify the status of both the building and the land. Ask a notary or independent lawyer about registration and transaction costs.
When comparing Budva and Kotor listings, ask about year-round access, parking, building maintenance and conditions outside summer. Treat property ownership and immigration permission as separate matters. This is a general checklist, not legal advice.
